Dumping would resume if duties expired on steel plate from three countries, says CBSA

On December 27, 2018, the Canadian International Trade Tribunal initiated an expiry review of its order made on January 7, 2014 concerning the dumping of certain hot-rolled carbon steel plate originating in or exported from Bulgaria, the Czech Republic and Romania.

Following the Tribunal's decision the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Bulgaria, the Czech Republic and Romania.

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by October 31, 2019.
