Canada filed an appeal on June 4 concerning the World Trade Organization (WTO) panel report in the case brought by Canada in "United States - Anti-Dumping Measures Applying Differential Pricing Methodology to Softwood Lumber from Canada".
The WTO's Dispute Settlement Body (DSB) found that the United States did not properly calculate tariffs on imports of softwood lumber from Canada.
However, the DSB did not find the U.S. method of "zeroing" to be against WTO rules. This allows the American government to disregard, or put a value of zero, on instances when the export price is higher than the home market price.
Canada maintains that the WTO has already ruled several times that zeroing, a method of calculating and applying artificially high and unfair duty rates, is inconsistent with WTO rules.
