The United States International Trade Commission began preliminary phase antidumping and countervailing duty investigations of imports of utility scale wind towers from Canada, Indonesia, Korea, and Vietnam that are alleged to be sold in the United States at less than fair value from Canada, Indonesia, Korea, and Vietnam, and alleged to be subsidized by the Governments of Canada, Indonesia, and Vietnam.
The investigations are in response to a petition filed on July 9, 2019, by the Wind Tower Trade Coalition (Arcosa Wind Towers, Inc. (Dallas, TX) and Broadwind Towers, Inc. (Manitowoc, WI)).
The Commission's investigation will determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of the subject goods from Canada, Indonesia, Korea, and Vietnam.
The Commission is expected to reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 23, 2019
The U.S. Department of Commerce would then, if applicable, determine the amounts by which the goods are dumped and/or subsidized.
