Dumping would resume if duties expired on steel fasteners from China and Taiwan, says CBSA

April 3, 2020

On October 28, 2019, the Canadian International Trade Tribunal initiated an expiry review of its order, made in January 2005 and renewed several times since, concerning the dumping of certain carbon steel fasteners originating in or exported from China and Taiwan (Chinese Taipei) and the subsidizing of such goods originating in or exported from China.

Following the Tribunal's decision the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping and of subsidizing.

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by September 2, 2020. Anti-dumping and countervailing duties will continue to apply to the subject goods until that date.
