Dumping would resume if duties expired on tubular goods from 8 of 9 countries

In February 2020, the Canadian International Trade Tribunal initiated an expiry review of its finding concerning the dumping of certain oil country tubular goods originating or exported from the Taiwan, India, Indonesia, the Philippines, South Korea, Thailand, Turkey, Ukraine and Vietnam. The finding, issued in April 2015, imposed anti-dumping duties on these goods.

Following the Tribunal's December decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Taiwan, India, Indonesia, South Korea, Thailand, Turkey, Ukraine and Vietnam.

The CBSA also determined that the expiry is unlikely to result in the continuation or resumption of dumping of such goods originating in or exported from the Philippines.

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by December 30, 2020. Anti-dumping duties will continue to apply to the subject goods until that date.
