In May 2020, the Canadian International Trade Tribunal initiated an expiry review of its order concerning the dumping and subsidizing of certain photovoltaic modules and laminates originating or exported from China. The order, issued in July, 2015, imposed anti-dumping and/or countervailing duties on these goods.

Following the Tribunal's May decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping and of subsidizing.

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by March 25, 2021. Anti-dumping and countervailing duties will continue to apply to the subject goods until that date.
