CBSA starts dumping investigation on oil country tubular goods from Mexico

The Canada Border Services Agency (CBSA) announced that it is launching an investigation to determine whether certain oil country tubular goods from Mexico are being sold at unfair prices in Canada.

The investigation is the result of a complaint by two Canadian manufacturers. The complainants allege that they are facing an increase in the volume of the allegedly dumped imports from Mexico, price depression and suppression, loss of sales, price undercutting, loss of market share, underutilization of capacity, reduced employment, as well as negative impacts on financial performance, ability to raise capital, and return on investments.

In the next step of the investigation the Canadian International Trade Tribunal (CITT) will first determine, by August 30, 2021, whether the imports are harming Canadian producers.

Concurrently, the CBSA will investigate whether the imports are being sold in Canada at unfair prices and will make a preliminary decision by September 28, 2021.

Anti-dumping duties could eventually be applied to the goods under investigation.
