CBSA finds dumping/subsidizing would resume if duties expired steel sheet and strip from four countries

In July 2021, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its order made on August 12, 2016 concerning the dumping of certain flat hot-rolled carbon and alloy steel sheet and strip originating in or exported from Brazil, China and Ukraine and the subsidizing of such goods from India.

Following the Tribunal's July decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding (and the removal of anti-dumping and/or countervailing duties) is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the order is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Brazil, China and Ukraine and is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from India.

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by May 13, 2022.
