CBSA finds dumping/subsidizing would resume if duties expired on pipe fittings from 3 countries

In November 2021 the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding made on November 2016 concerning the dumping of copper pipe fittings originating in or exported from the United States, Korea and China and the subsidizing of such goods originating in or exported from China.

Following the Tribunal's decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding (and the removal of anti-dumping and/or countervailing duties) is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA's investigation has now been completed and the Agency has determined that the expiry of the finding is likely to result in the continuation or resumption of dumping of such goods originating in or exported from the United States, Korea and China, and is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from China

The Tribunal will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and will issue its decision by September 14, 2022.
