The Canada Border Services Agency (CBSA) initiated investigations respecting the alleged injurious dumping and subsidizing of paperboard cups and containers originating in or exported from the People's Republic of China.

The CBSA's investigations follow a complaint filed by a Canadian manufacturer. Dumping or subsidizing by foreign exporters or governments can harm Canadian industries by undercutting Canadian prices, which undermines fair competition.

In the next step of the investigations the Canadian International Trade Tribunal (CITT) will determine, by October 16, 2026, whether the imports are harming Canadian producers.

Concurrently, the CBSA will investigate whether the imports are being sold in Canada at unfair prices, subsidized, or both, and will make a preliminary decision by November 16, 2026.

Provisional anti-dumping and countervailing duties could eventually apply to importations of the goods under investigation.
