Tribunal maintains injury finding on oil country tubular goods from several countries, except Ukraine

October 8, 2026

The Canadian International Trade Tribunal (CITT) announced that it continued its order made in December 2020 concerning the dumping of oil country tubular goods from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, India, Indonesia, the Republic of Korea, Thailand, Trkiye, and Vietnam, except for goods exported from the Republic of Korea by Hyundai Steel Company, and goods exported from Trkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.S.

The Tribunal rescinded its order concerning the dumping of oil country tubular goods from Ukraine.

The Tribunal found that the expiry of the order was likely to result in injury to Canadian industry, except with regard to the goods from Ukraine which were not likely to result in injury.

The Canada Border Services Agency will therefore continue to impose anti-dumping duties on oil country tubular goods from the listed origins but will cease to impose anti-dumping duties on oil country tubular goods from Ukraine.
